History of Artefact It would have been part of a dress.
Late Victorian, possibly Edwardian.
Detachable from the dress.

Historian - ‘Of course today we are used to very bright whites. Victorian whites were much more cream. It may not be British, it's the sort of thing that a soldier or sailor may bring home. It could be mediterranean.’
